Ask the seller for the cadastral number. You can check it on the public cadastral map (map.land.gov.ua). Make sure that the purpose of the land plot is "for the construction and maintenance of a residential building". If it is "for personal farming" or "for recreation," such an object may be unsuitable for living.
Request:
a certificate or extract from the State Register of Property Rights;
a technical passport with a plan of the house;
a certificate of no debts;
extract from the BTI (for old houses);
a construction permit (if the object is new).
It is not uncommon to sell a house without registration, only with a "land purchase agreement". In this case, the ownership of the house itself is not registered.
The purchase and sale agreement must be notarized. Payments are made through a bank or a notary's deposit (letter of credit). Ask a lawyer to check the documents for the absence of arrests and debts.
